SECURITY ASSISTANT

Purpose of the position is to Support WHO provincial operations by collecting and reporting security information, supporting practical risk mitigation, and coordinating day-to-day security actions at duty-station level. The incumbent serves as the WHO Local Security Assistant in the duty station and supports safeguarding personnel and assets, and safe programme delivery in line with UNDSS guidance, WHO SOPs, and SRM and SRMM requirements.


Under the administrative supervision of the Polio Programme Provincial Team Lead (first line supervisor), and with functional supervision (second line supervisor) from the WHO Pakistan Head of Security, the incumbent supports the provincial office and field teams on security risk management. The incumbent coordinates closely with UNDSS Security Cell, relevant UN security counterparts, and local authorities for movement facilitation, incident response, and contingency preparedness.

The incumbent plans and performs day-to-day routine tasks independently. Complex issues or deviations from established procedures are discussed and resolved with supervisor and the FSO. Some judgment is involved to determine appropriate methods to handle the various safety and security issues and to adapt established practices to assigned work.

Within the framework of WHO\'s Security Management Structure, the duties are:

  • Monitor, report, and document security incidents affecting WHO personnel, operations, premises, and assets, and support staff during security emergencies in line with SOPs, including after-hours support during incidents as required.
  • Collect, verify, and share security information for the area of responsibility, and produce practical advisories for staff, visitors, and implementing partners, as appropriate.
  • Support Security Risk Assessments and site assessments by collecting inputs, maintaining records, and tracking implementation of approved SRMM measures for offices, warehouses, and programme sites.
  • Support mission planning and movement coordination by facilitating TRIP compliance, verifying mission details (route, timing, accommodation), coordinating required clearances and escorts where applicable, and supporting movement tracking and accountability.
  • Monitor contracted guards’ performance and compliance with post orders and SOPs, including access control, visitor management, key control, and CCTV monitoring routines. Report gaps and violations promptly, and follow up corrective actions with the vendor and relevant focal points.
  • Support basic physical security checks and corrective actions (lighting, barriers, locks, cameras, alarms, fire safety readiness) and coordinate minor improvements through provincial administration and vendors.
  • Support the WHO warden system and emergency communications by maintaining call trees, updating emergency contact lists, supporting periodic drills, and supporting activation during incidents.
  • Support the organization and delivery of security briefings and awareness sessions, including inductions and pre-mission briefings, in coordination with UNDSS and the country security team.
  • Maintain effective liaison with local authorities and UN security counterparts to support programme access, incident follow-up, and contingency planning, ensuring information is shared on a need-to-know basis.

  • Provide administrative support to the provincial security function, including maintaining logs, filing mission records, updating staff lists, and supporting meeting preparation and follow-up actions.

Specific requirements

  • Qualifications required:

Education:

  • Essential – Completion of secondary education supplemented by training in security management
  • Desirable – First level university degree or equivalent in Political Science, Military Studies, Security Management or relevant field.

Experience:

  • Essential – At least Five (5) years relevant experience in security operations and management or equivalent functions.
  • Desirable – Working experience with WHO/UN system, Police, Armed forces

Functional skills and competencies:

  • Sound judgement, discretion, and ability to handle sensitive information.
  • Clear written and verbal communication skills, with the ability to brief staff in

plain language.

  • Strong coordination skills and ability to work with diverse counterparts and

maintain professional relationships.

  • Strong record-keeping, attention to detail, and ability to maintain trackers and

logs.

  • Proficiency in Microsoft Office applications.
  • Stress and time management skills, including ability to work after hours during

incidents.

  • Basic knowledge of UN field security operations, SRM concepts, and compliance

practices (asset).

  • Training in fire response and evacuation procedures (asset).
  • Basic first aid skills (asset).
  • Ability to draft and update simple SOPs, ToRs, and operational notes, as

required

Language requirements:
