About Step The STEP (Skills, Transitions, Exploration and Progress) Program is a partnership between Kaiser Permanente and Seneca Family of Agencies located in San Jose, CA. STEP provides intensive, short-term stabilization services to youth, ages 12-17, for an average of 15 days. Our goal is to reintegrate our youth into schools and the community with lower levels of outpatient mental health treatment.
