We are now recruiting for a Programme Lead - Housing Service to join the Housing Strategy & Regulation service. This is an exciting opportunity to make a real and lasting difference to residents across Sheffield.

About the Role

Sheffield’s Housing Service is embarking on an ambitious, transformation programme to realise our Future Housing Ambition - a commitment to delivering high performing, connected and financially sustainable services that provide safe, well maintained homes, compassionate customer experiences, and strong partnerships with communities and multi-agencies.

As Programme Lead, you will play a pivotal role in shaping and driving this change. You will lead complex, multi‑year improvement programmes that modernise how we work, strengthen compliance, and embed a new sustainable operating model across Housing. This includes coordinating cross functional delivery, enabling cultural and behavioural change, and ensuring improvement activity is sequenced and delivered effectively.

Your work will directly contribute to performance, deliver efficiencies, and improving service quality for tenants and residents. You will manage programme governance, track benefits, mitigate risks, and champion evidence-based decision making rooted in resident insight, performance intelligence and regulatory expectations.

Full-time employees work 37 hours for 52 weeks of the year and we offer a generous holiday entitlement. We are open to discussions about a wide range of flexible working opportunities which benefit you and the Council, including reduced hour contracts, working part time or as a job share.

If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.
